Tackling Our Transportation Needs
For the first time in more than 20 years Virginia has committed to new monies for
transportation. House Bill 3202 which Paula supported will address statewide
needs as well as road projects in Hampton Roads and Northern Virginia.
During Paula's time in the legislature and with the leadership of Governors Mark
Warner and Tim Kaine, Virginia has been named both The Best Managed State
in the nation and the Best State in the Nation to do Business. These are terrific
honors but that does not mean that we can let our transportation problems get in
the way of our future progress.
Lowering Your Taxes
As a member of the bi-partisan Cost Cutting Caucus in the House of Delegates,
Paula believes government can do more with less. It’s also why she is supporting
new solutions at the state level to provide relief from rising property taxes, She
favors the Homestead Exemption which passed the legislature this year and
would allow local governments to excuse the first 20 percent of a homeowner's
real estate assessment. Paula's bill to provide additional tax relief for senior
citizens and disabled residents of Norfolk means another 700 residents are
eligible for relief this year. Additionally, Paula was a proud supporter of
measures creating tax holidays for back-to-school supplies, energy efficient
appliances and for hurricane supplies.

Protecting Your Property
Paula believes that one of the principles that Virginia and our nation was founded
on is the right of individuals to own property. That is why she has always supported
legislation to ensure the government can't grab your home for purely economic
development reasons.
Expecting Success in Our Schools
Paula believes that in order for our students to be prepared for the high-skilled
better paying jobs of the future; we must ensure that schools have the resources,
technology, and innovation to compete.
Paula continues to enjoy the endorsements of Virginia’s teachers because she
supports full funding for education programs and voted to increase teachers’ pay.
Expanding Our Pre-K Programs
Paula supports Governor Kaine's Start Strong Pre-K initiative. Paula understands
the need in making sure that more of Virginia's children have earlier access to
education and are ready to learn when they enter kindergarten. Paula wants to
make sure there's enough money to start and sustain funding before the program
begins. This may require waiting until the current proposed 600 million dollar state
budget shortfall is addressed.


Keeping Our Children Safe
As a proud mother of two Paula knows how important it is to keep our children
safe. That's why she was proud to introduce and support legislation that forces
sexual predators to register their email addresses and screen names with State
Police. Paula is also working with our Commonwealth’s Attorney, Jack Doyle,
on new legislation that will combat gang violence.
Hang Up and Drive!
Paula co-patroned the bill banning teenagers from talking on their cell phones
while driving. Beginning July 1st, 15, 16 and 17 year old drivers will have to hang
up and drive. It's all about safety for our children.
Addressing Illegal Immigration
Paula's record in Richmond shows she's tough on illegal aliens. She voted to
allow the Governor to enter into an agreement with Immigration and Customs
Enforcement (ICE) to allow State Police to enforce civil immigration laws. She
voted to make it a Class 1 misdemeanor for an illegal alien to be in the United
States. She voted to deny bail to a person charged with a felony who is
determined to be in the US illegally. Paula also voted to require jails to verify the
citizen status of certain persons who are incarcerated and she voted to make it a
Class 1 misdemeanor to unlawfully continue employing a person who cannot
provide proof of eligibility for employment. And, Paula voted to make it a Class 6
felony for individuals who, as a part of a commercial enterprise, harbors,
transports or conceals an alien, if he knew the alien was in the US illegally.

Supporting Our Environment
Paula believes that protecting our environment is vital to the future of Virginia.
That is why she was been proud to vote to help bring hundreds of millions of
dollars in funding to help clean up the Chesapeake Bay.
Also, Paula will always work to protect our historic and open spaces here in the
Commonwealth.
Paula has been cited as a "Legislative Leader" on environmental issues by the
League of Conservation voters, a title she is proud to hold and she always will
work to be a leader on this vital issue.
